El Franco Lee Service Plaza takes its place between the towering courthouses of downtown Houston as both a memorial to Harris County Commissioner El Franco Lee and an urban park where downtown visitors can enjoy some fresh air, shade and a seat. G2LD assisted with the lighting of the memorial itself as well as flags, shade structures, pathways and trees.
